Report: Homeless Shelter Costs Rising

New York City is the only city in the country where homeless men, women and children are guaranteed a right to shelter every night. Sarah Stefanski is the author of a New York City Independent Budget Office report about rising homeless shelter expenses. She says that because of the “right to shelter” mandate, as the city’s homeless population grows, shelter costs are rising fast.
