New York City’s waterfronts are getting crowded

Manhattan’s waterfront used to be home to one of the worlds busiest ports.

Freighters lined the docks. And the water around the island was severely polluted. Now with the ships mostly gone, the cleaned up waterfront has become prime real estate for development, public parks and other uses.

But this transition has led a new problem: no one is exactly sure who is in charge. Moira Warburton explores a potential solution.
